A non-governmental Think Tank dedicated to addressing critical socio-economic issues in Tripoli, Lebanon. Established in 2021, TIPS is committed to proposing solutions, fostering dialogue, and driving positive change in our community.

The Legal Framework for Public Procurement Under Exceptional Circumstances at the Tripoli Bar Association
Within the framework of the sub-grants of the "BINA" project funded by the European Union and managed by Transparency International - Lebanon and Transparency International, the Tripoli Institute for Policy Studies, in cooperation with SHIFT Social Innovation Hub, concluded a series of workshops on the topic of "The Legal Framework for Public Procurement Under Exceptional Circumstances" at the Tripoli Bar Association.
This series was presented by lawyer Majd Al-Ayoubi and Dr. Samer Annous, where participants were trained over four days on the legal and oversight tools provided by Public Procurement Law No. 244/2021. The aim was to enhance transparency in the processes carried out by public procuring entities under exceptional circumstances.

It is not merely an AI strategy or a set of policy recommendations; it emphasizes the importance of raising awareness about AI's transformative potential, especially given the appointment of the firstever Minister for AI. By capitalizing on its highly educated workforce, multilingual capabilities, and entrepreneurial spirit, Lebanon can establish a competitive AI ecosystem that drives economic growth, improves public services, and creates high-value job opportunities. The report details Lebanon's unique value proposition in the region, practical steps for implementation, and the importance of shifting mindsets to embrace the AI revolution.
